We are currently in need of a Project Manager to join the ITS Finance and Accounting Value Stream team in Poway, San Diego reporting to the ITS Finance and Accounting Value Stream Manager

DUTIES & RESPONSIBILITIES: Under limited supervision, this position is responsible for leading the design, development and
implementation of Information Technology Services (ITS) projects.
Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget
Gathers business requirements, develops presentations and prototypes to illustrate solution options followed with detailed design, development, testing, implementation, and stabilization of end-to-end solutions.
Communicates directly with stakeholders to establish needs and goals
Executes communication/change management plan for project team, stakeholders, management, and executives
Confers with project personnel to provide technical advice and to resolve problems
Develops and implements training for personnel participating in project and ensures effectiveness of training
Understands and identifies areas for process improvement through functional and technical solutions.
Assists in the configuration of various vendor solutions both on premise and cloud applications.
Identifies, tracks, and resolves issues from all phases of the project.
Works closely with technical developers, vendors, DBA, application administrators, infrastructure teams, security, and other functional analysts for cross-functional delivery of complex solutions.
Follows established ITS Change Control procedures for migration into QA and Production environments.
Performs other duties as assigned or required

Job Qualifications: JOB QUALIFICATIONS: Typically requires education or formal training equivalent to the completion of a bachelor 's degree in computer science, information systems or related discipline and nine or more years progressively complex experience in Information management/project leadership. Additional professional experience may be substituted in lieu of education.
Must demonstrate a thorough understanding of Software Development Lifecycle principles.
Must demonstrate strong business analyst and solution architect skills and project execution.
Proven track record as a Project Manager with multiple technology implementation projects at medium to large size companies using a variety of methodologies - Waterfall, Agile, Hybrid.
Must be able to manage several projects, tickets, and other deliverables in a fast-paced environment and multi-task without sacrificing quality of work.
Demonstrate leadership skills including planning, scheduling, and coordinating work assignments to meet project milestones and established completion dates.
Must possess the ability to contribute to the development of new processes, as well as effectively identify, analyze and resolve highly complex business problems and technical issues.
Must be customer focused, demonstrate excellent verbal and written communication skills to accurately document, report, and present findings, and possess excellent interpersonal skills to interface with all levels of employees.
A strong team player who works collaboratively with others
Must be able to work extended hours and travel between Company facilities as required.
Must possess the ability to understand new concepts quickly and apply them in an evolving environment while contributing to the development of new processes.
Must have a general operational understanding of business functions such as: general ledger accounting, accounts receivable, accounts payable, purchasing, contracts, inventory control, fixed assets, manufacturing, etc..
Experience working in a government contracting environment.
Cloud applications experience is not required but preferred.
Must be a U.S. citizen.
