Basic Qualifications :
Bachelor's degree or equivalent is required plus a minimum of 8 years relevant experience; or Master's degree plus a minimum of 6 years relevant experience to meet managerial expectations.CLEARANCE REQUIREMENTS:Department of Defense Secret security clearance is required within a reasonable period of time. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

As a seasoned team leader, you'll use proposal plans and strategies to lead a team in developing, defining, and implementing cohesive, integrated program/product, subcontractor, and material plans, and business plans that achieve overall current and long-term objectives of the program/product, business unit, and division. The Program Manager will identify needed resources for projects, define and assign major program roles, lead the establishment of and sets integrated WBS-based budget and schedule baselines, and monitor work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program/product schedules. We'll rely on you to balance program risks and opportunities with executable strategies to meet technical requirements and budgets, as well as manage people who lead cross-functional program teams in matrix organization that are focused on the delivery of a product or computer-based system from design to release for customers. These contracts are the vehicles that deliver maintenance and modernization of all Navy surface ships including surface combatants, amphibious warfare ships, and unmanned surface vehicles. -As aspiring leaders, General Dynamics Mission Systems (GDMS) believes there are several enabling behaviors that will influence your success. These behaviors are: Develop yourself Develop others Be a team player Communicate effectively Develop and sustain the relationships you need to be successful Shape culture and positively impact the morale, motivation, and engagement of those around you Operate at the right level and deliver on your commitments Think and act strategically Confront reality Take reasonable, managed risks The successful candidate will utilize these tenants so they can build on their own essential skills and traits. -REPRESENTATIVE DUTIES AND TASKS:Develops cohesive project plans, authorizes work, and manages cost, schedule and technical performance of assigned programsOrganizes interdepartmental activities to ensure that programs are completed on schedule and within budget -Leads department or cross-functional project teams in matrix organization to achieve schedule, cost, and technical performance objectives -Identifies issues, tracks progress, and follows through on corrective actions -Supports customers on technical questions regarding services -Leads team in forecasting project cost and schedule completion as required based on performance trends -Prepares and presents project status to leadershipLeads team to identify and quantify risks and opportunities; leads risk mitigation / opportunity capture activities -Develops and executes proposal plans and strategies for assigned projects -& programsDevelops negotiation plans -Leads customer negotiations for assigned programsKNOWLEDGE SKILLS AND ABILITIES:Technical understanding of US Navy surface ship fleet introduction & sustainment activities Solid knowledge of surface ship availability work estimating, allocation, scheduling, and authorization Solid ability to generate cohesive maintenance availability project plans Solid ability to track work accomplished to baseline plans to ensure rate of work completion is sufficient to meet schedules Solid ability to identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends Solid ability to understand and analyze project financial and resource requirements data Solid understanding of the fundamentals of risk and opportunity management and ability to apply them to projects Solid ability to lead teams in matrix organization to achieve schedule, cost, and technical performance objectives Ability to communicate clearly, both written and verbal Ability to make sound, proactive decisions Ability to develop and execute proposal plans and strategies Negotiation skills Solid knowledge of MS Project, Excel, Word, PowerPoint Will -be required to travelPREFERRED DEGREE TYPES AND EXPERIENCE:Understanding of USN fleet introduction and continuous maintenance processes and ability to identify and resolve potential programmatic, technical, and contractual issues associated with planning, scheduling, and executing major fleet introduction (CSSQT/FCT/PSA) milestone events.

Minimum Salary:
USD $156,300.00/Yr.

Maximum Salary:
USD $169,200.00/Yr.
