The successful candidate will be collaborative, open, transparent, and team-oriented with a focus on team empowerment & shared responsibility, flexibility, continuous learning, and a culture of automation.What You'll Get to Do:The Department Chief Engineer is responsible for the technical direction, execution, and oversight of all aspects of engineering within the F35 CNI Development Department including design, development, implementation, integration, testing, and delivery of product to the customer. The Department Chief Engineer is the technical leader for the program Chief Engineers and serves as technical advisor to the department manager. The Department Chief Engineer is also responsible in ensuring products are designed to transition seamlessly into Production & Sustainment. The Department Chief Engineer ensures that all engineering teams adhere to sound engineering processes, in accordance with company policies, procedures, and quality standards. Duties include the following:Oversees and directs program Chief Engineers and technical teams within the F35 CNI Development DepartmentResponsible for supervision/mentorship of program Chief Engineers; ensures appropriate staffing & rhythm to support various development programs within the departmentSupports program execution as definitive technical authority for all aspects of engineering on all program elements (hardware/software/support/test).Maintains cognizance over technical activities within and across programs for requirements development, hardware/software design, integration, and verification/validation activitiesSolves technical problems and provides solutions that are technically sound and programmatically executableProvides technical status and assessment to the Department Manager. Supports assessment of cost and schedule impacts of technical decisionsEnsures program is adhering to engineering processes and best practices in design, development, fabrication/assembly, test, and sustainment of products for both internal and external customers and is compliant with company policies, procedures, and quality standardsEnsures design products transition smoothly to Production & SustainmentCoordinates with functional organization to ensure execution of program statement of work and technical program requirements are metSupports business captures toward predetermined long-range goals and objectivesSupports pursuit/proposal efforts by leading or by appointing the appropriate SME, in the development of technical execution strategy and architectures to meet customer objectivesDrive process development, continuous improvement, and affordability initiativesServe as chair for the Technical Review BoardServes as chair for various design Gate reviewsIdentify and insert reusable technologies and design products for current and future programsThe Department Chief Engineer as a manager 3 will also be responsible for the functional management of the program chief engineers assigned to the Communication, Navigation, and Identification (CNI) Operating Unit (OU) in the Communications Solutions Business Unit (CSBU).The candidate's duties will include:Conducting performance assessments, staffing, employee development, communication meetings, compensation adjustments, training & educational oversight/approval, and other routine personnel issuesAssessing, prioritizing, and adjusting staffing to current and projected program needsFacilitating engineering support, review, and approval of Bid & Proposal (B&P)requestsSupporting program gate reviews as the engineering review authority, and assist in resolution of program engineering challenges (technical, financial, and staffing)Coordinating across programs and functions for common efficiencies and operational gainsMaking decisions that impact the organization's operations, and servicesComprehending and analyzing complex problems and developing solutionsGood communication skills, strong interpersonal skills, and good oral and written presentation skillsProblem-solving experience in a team environmentAbility to facilitate/mediate in conflict resolution matters.NGFeaturedJobsMSSDENBasic Qualifications:Bachelor's degree in a STEM (Science, Technology, Engineering, Math) field & 20+ years of related technical experience or a Master's degree in a STEM field & 15+ years of related technical experience, or PHD in a STEM field & 12+ years of related technical experienceExperience in systems development, integration, and testExperience in Root Cause Investigation & and Corrective Action DevelopmentUnderstanding of DoD design processExperience in conducting trade studiesActive DoD Secret clearance with ability to obtain F35 Program AccessExperience as SME, Technical lead, Integrated Product Team (IPT) Lead, Chief Engineer, or other engineering leadership role that demonstrated team building, organizational, and interpersonal skillsExperience directly managing or leading engineering teamsSupport on product line development and technical roadmapsExpertise understanding of the Design, Manufacturing, and Test processPreferred Qualifications:Demonstrated success as a Chief EngineerPost graduate degree in STEM or technical managementDomain expertise in communication, navigation, or identification systemsExperience in Agile hardware/software programsExperience in model based engineeringFamiliarity with DevSecOps concept and applicationFamiliarity with architecture developmentKnowledge of earned value managementSalary Range: $155,400 USD $233,200 USDEmployees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
