Job Description:
Position is hybrid so must be commutable distance to San Diego,
CA.
Gov Solutions Group is seeking a qualified candidate to provide
Program/Project Management support to our West Coast Navy customer
base as well as Business Development support for ongoing and future
efforts. This hybrid position will spend approximately 50% in
direct support of our existing NAVAL Information Warfare customers
and contracts in San Diego, with the remaining 50% supporting
business capture, proposal development and growth efforts.
Position Duties:
- Provide business/technical expertise, analysis and
recommendations on current and future IT, data architecture, and
data analytics capabilities
- Prepare for and attend planning meetings, strategy sessions,
technical refresh sessions and other meetings.
- Responsible for development strategies, new business prospects,
technical services, project management and client relations
- Analyze and document business processes. Implement metrics.
Make recommendations for improvements to business processes
- Provide support in the areas of strategic planning and analysis
required for accomplishing IT program milestones and goals to
support customers in the decision-making process
- Perform program monitoring and control efforts including
planning and preparation for critical events and implementation of
other control methods tailored to requirements.
- Prepare briefing materials, issue papers, point papers, and ad
hoc reports as requested.
- Responsible for maintaining client satisfaction and
profitability for projects; primary area of work is with military
and federal government clients.
- Plan, evaluate and implement business development strategies
and increase firm growth
- Experience with Monitoring and tracking pursuits
- Further build and maintain existing client relationships and
introduce new client relationships
- Recommend effective teaming arrangements / capture
- Meet with clients to prepare and/or validate proposed scope of
work
- Coordinate staffing and workload through entire project
development
- Oversee field staff ensuring understanding of scope of work and
coordinate hiring of technical staff
- Ensure that internal communication and coordination of efforts
occurs, and schedules are met
- Locate or propose potential business deals by contacting
potential teaming partners and discovering and exploring
opportunities
- Supports development of proposals, marketing materials, fee
proposals and contract review
- Establishes and ensures project budget and schedule are
met
- Oversees project and contract administration including
financial reviews
- Perform other duties, as needed
- Must be willing and able to be onsite at customer location a
minimum of 3 days/week Required Qualifications:
- Minimum five (5) years of experience managing federal defense
contract delivery for both prime and subcontract.
- Knowledge of project management best practices for managing
project cost, schedule, & performance
- Experience developing project plans that identify resource &
budgetary needs
- Excellent written and oral communication skills with strong
interpersonal skills
- Experience preparing monthly status reports and tracking
project financials as a Prime and Sub on DoD services
contracts
- Experience with Microsoft O365 suite of applications (Word,
Excel, SharePoint Online, SharePoint Lists, Teams, Forms, Planner,
PowerBI)
- Excellent problem solving and analytical skills
- Ability to develop and execute a program plan to include WBS,
Timeline, Work Packages, Resource management, and chairing
leadership meetings.
- Ability to develop program documentation and program status
reports
- Experience with Agile methodology (SCRUM master certification
highly desired)
- Experience developing and enhancing federal client
relationships throughout the complete life cycle of project
delivery including marketing, proposal development, negotiations,
contract execution, execution of scope of work and project
management
- Demonstrated business development and strategic planning
skills
- Must have expert knowledge in the use of basic computer
software (i.e., Microsoft Word, Excel,PowerPoint)
- Projects for this position require U.S. Citizenship
- Active SECRET security clearance.
- Project Management Professional (PMP) certification. Education
Requirements: STEM degree from an accredited college or
university.
Salary: $125,000-$150,000. Actual compensation offer to candidate
may vary from posted hiring range based upon geographic location,
work experience, education, and/or skill level. The pay ratio
between base pay and target incentive (if applicable) will be
finalized at offer.
