Job Purpose: The Vice President of Operations plans, organizes, directs and controls the operational activities of Company. Goals & Objectives: Heads, plans, oversees, and coordinates the operations activities toward the achievement of established policies, goals, operating objectives and customer requirements. Collaborates in the planning and formulation of organization policies and practices, regulatory compliance activities, and quality, safety and environmental practices. Oversees the design, operation, measurement, integration, control and improvement of service delivery. Participates in the planning, development, implementation, and evaluation of key business and performance goals, short- and long-term strategic planning and objectives, plans, budgets, programs, and policies. Directs and coordinates relationships with labor, port, and internal and external vendors, and all associated processes, contracts, negotiations, and agreements. Duties & Responsibilities: Oversee and adjust organization's processes and operations as necessary to ensure efficient and effective execution of policies and procedures. Provide operational guidance in analyzing and appraising the effectiveness of organizational operations. Maintain detailed understanding of operational cost drivers and metrics to support operations planning as well as business development, financial reporting, and executive management functions. Guide, lead, engage and develop the operations management team. Evaluate operating results throughout the organization to ensure achievement of organization growth and service objectives. Monitor capital expenditure and asset redeployment activities. Direct the operations function in conjunction with business growth, introduction of new operational systems, meeting organizational financial objectives, and meeting organizational goals in relation to safety, quality, and timely delivery of products or services. Review and approve adequate plans for the control of planned outputs, budget spending, labor efficiency, material efficiency, staff effectiveness, customer service and staff utilization. Maintain focus on agility, scalability and best practices for operational efficiency, quality, and organizational development. Develop specific short-term and long-term plans and programs, including supporting budget requests and financial estimates, to achieve business objectives, launch new business initiatives, open and/or wind down locations and accounts, and manage emergent issues. Ensures effective management of accident prevention, safety and workers' compensation programs and procedures, providing input of trends and activities as related to labor relations, jurisdictional regulations and operational requirements. Responsible for acquiring, developing and managing talent with an emphasis on maintaining agility and bench strength across the operation. Drive effective succession planning and performance management processes. Foster culture of employee engagement, culture of collaboration and high performance. Oversee management of facilities to ensure a safe, well-designed and properly equipped work environment that supports efficient, professional operational execution. Review and approve cost control reports, cost estimates, and manpower and facilities requirements forecasts. Manage effective working relationships with all labor organizations, including negotiation of collective bargaining agreements, oversight of grievance and corrective action practices, and direction of all policies associated with labor relations. Responsible for customer, supplier, vendor, agency, and community relations as applicable to operations. Perform all other duties as assigned. Education, Experience & Certification Requirements: Bachelor’s degree in Business or related field required. MBA/similar postgraduate degree preferred. 12+ years of relevant management/executive experience with terminal operations, rail transport, drayage, planning and stevedore operations in all commodities. Experience with organizational best practices, plant and industrial management and operations, “Control Room” dashboard management approaches, methodologies and metrics; Business Intelligence processes, and execution of work utilizing Task-Focused leadership and management. Extensive experience with infrastructure and technology improvement via capital investment, inclusive of project governance, engineering or vendor oversight and reporting ownership for investment realization Extensive experience with strong union workforce management and collective bargaining, including contract negotiation, management of grievance and arbitration processes. Experience in industrial / manufacturing workforce and process governance, unit cost management and control, production system controls and measurement using high level information technologies. Extensive labor time to work product management and process improvement experience, governance of production measurement and management process Extensive experience in installing, managing and continuously improving performance metrics and KPI Transportation Worker Identity Credential (TWIC) required within 90 days of commencement of position. Valid driver license and acceptable driving record required to operate vehicle on terminal. Valid passport required for international travel. Key Technical Skills & Knowledge: Extensive understanding of production operations management principles, metrics, cost relationships, and variable labor management. Proven ability to provide leadership to multiple remote operating areas, managers and sites Proven ability to tie working function performance to internal cost KPI’s and external customer performance KPI Detailed understand of Federal and State occupational, safety, and environmental regulations applicable to the production environment, including AAR and OSHA Detailed understanding of management accounting functions, and integration with financial accounting rollup that is reported upstream; strong systems management/Installation/Integration of contemporary systems to support all Company operations. Strong analytical, numerical and reasoning abilities Participative management skills Well-developed interpersonal skills; ability to effectively and professionally interact with diverse groups of employees, partners, customers, and external resources under high pressure conditions. Ensures required financial outcomes through effective planning, resource management, organizational agility and operational controls. Invests in and manages resources prudently to maximize efficiency, effectiveness and safety and minimize risk and defect. Managing Work: Identifies resources and potential solutions that are practical and effective. Communicates expectations clearly and holds self and staff accountable for delivering as required. Differentiates between high and low performance. Rewards and recognizes hard work and results. Effectively utilizes coaching, feedback, and corrective communication to address performance issues promptly. Negotiation: Leverages synergies, enterprise scale/volume and mutual interests to negotiate favorable, ethical and productive relationships with labor, partners, vendors and customers. Providing Direction: Demonstrates sense of optimism and urgency tempered by seasoned business judgment; employs effective techniques to manage change and achieve and sustain excellent outcomes. Makes timely, informed decisions that take into account the relevant facts, goals, constraints, and risks.
