Learn more about the great things happening with MAAC at DEFINITION Under direct supervision, will plan, implement, manage, inspect, and coordinate all construction materials and supplies used by weatherization crews to achieve project results in accordance with industry standards and local, state and federal building standards. The incumbent oversees and coordinates contractor materials and supplies, schedules, orders, receives, monitors, and reports on materials, supplies and inventory. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution. The incumbent is responsible for planning, implementing, managing, inspecting, and coordinating all construction materials and supplies used by weatherization crews to achieve project results in accordance with industry standards and local, state, and federal building standards. The incumbent oversees and coordinate contractor materials and supplies, schedules, orders, receives, monitors and reports on materials, supplies and inventory. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. + Plans, organizes, and controls, the purchasing of materials and supplies for the weatherization crews with subordinate supervisors and staff, participates in establishing inventory control and initiatives to meet program goals and objectives; implements plans, work projects, processes, procedures and policies required to achieve overall department performance results; coordinates and integrates program resources to achieve optimal efficiency and effectiveness; participates in developing and monitoring purchases against annual departmental budget. + Enters data on Servtraq (MAAC?s weatherization database), reconciles purchase orders with vendor invoices, compares, and evaluates vendor?s proposals, keeps track of employee issued tools and supplies, makes recommendations for improvement to existing policies. + Works with program staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving MAAC?s mission, objectives, and service expectations; participates in programs and activities that promote a positive employee relations environment. + Participates in drafting requests for proposal, evaluates proposals for materials and supplies. + Keeps informed of changes and new legislation pertaining to laws, codes and regulations relating to residential weatherization and lead abatement, ensuring appropriate staff is informed and current; makes recommendations on changes in materials and supplies, represents the department in meetings with outside agencies regarding these issues. + Ensures warehouse safety. + Monitors and maintains inventory supplies and materials to ensure sufficient levels to meet project schedules and other requirements; inspects crew vehicles, equipment, and other tools for compliance with operational and safety standards; approves requests for purchase of supplies, equipment, and materials. + Operates motor vehicle to transport tools, materials, and equipment to work sites. + Enters data entry and purchases on all additional contractual obligations. QUALIFICATIONS AND SKILLS Knowledge of: + Federal (DOE, HUD, OSHA, EPA, and DHS LIHEAP), state (DHS and CSD) and local (San Diego, National City, and San Diego County) laws, regulations applicable to grant and contract administration, lead abatement and weatherization housing rehabilitation projects. + Computer skills which include proficiency in the use of Microsoft software, the internet, email, and the use of database applications primarily Servtraq. + Practices, tools, and techniques used in improving energy conservation and eliminating lead-based paint hazards in housing structures. + Principles and practices of management, including purchasing. + Principles and practices of sound business communication. + Human resources policies and procedures and working under the provisions of a labor contract. Ability to: + Plan, organize, manages, and inspects the tools of the work crews, and engages in weatherization projects and activities to achieve program/project goals, objectives, timelines, and deliverables. + Apply sound, creative problem-solving techniques to resolve program issues and problems. + Interpret and apply pertinent Federal, State, and local laws, codes and regulations governing the construction of assigned projects. + Understand, interpret, and respond to internal and external customer needs and expectations. + Coordinate work plans and contract requirements with crew supervisors, contractors, and outside regulatory agency representatives. + Understand and apply HAZMAT worker safety rules. + Ensure the maintenance of all required project files, records, and documentation. + Exercise tact and diplomacy in dealing with difficult and sensitive people, issues, and situations. + Operate and maintain a wide variety of hand, power, and shop tools. EDUCATION/EXPERIENCE/CERTIFICATION + High school diploma or GED. + Two (2) years of increasingly responsible experience in weatherization programs and construction materials and supplies. + Due to funding requirements, the successful candidate must be at least 21 years of age. Follows rules, regulations, and policies; positively contributes to implementing changes HEALTH STATUS Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment. PHYSICAL AND MENTAL DEMANDS The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this class. Physical Demands While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus. Mental Demands While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work. BACKGROUND CLEARANCE All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources. Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment. TRANSPORTATION Must have and maintain a valid California Driver?s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC?s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
